The planning system has an important role in creating bushfire resilient communities. Learn about the key bushfire policies and statutory controls in Victorian. Learn when and how State bushfire policy at clause 13.02-1S influences strategic and statutory planning decisions. Learn about the Bushfire Management Overlay and how to prepare and assess a bushfire management statement that addresses Clause 44.06 and 53.02. Learn about the vegetation removal exemptions that apply in the Bushfire Management Overlay and designated Bushfire Prone Areas.
The course is interactive. You will learn the basics of fire behaviour, to enable you to make more informed planning decisions. You will work through case studies to learn how to apply the bushfire policy and controls when making strategic, settlement and statutory (site based) decisions.
This course includes the option of a half day site assessment component, where you can learn how to classify vegetation and measure slopes in the field (key steps in preparing a bushfire hazard site assessment).
Designed for
Local government planners, referral authorities and planning consultants who would like to better understand the role of the planning scheme in managing bushfire risk.
Learning outcomes
- Better understand how the planning scheme contributes to strengthening community resilience to bushfire.
- Understand the information required to assess bushfire risk for a planning proposal and what planning proposals need to consider bushfire risk.
- Identify the key elements to prepare a Bushfire Management Statement, including the site assessment used to determine defendable space and construction levels.
Presenter
Gabby McMillan MPIA is an environmental and planning lawyer with over 18 years of experience. Prior to establishing Terralogic, Gabby worked as a lawyer, specialising
in planning and environmental law and provided advice to clients in relation to
the assessment process and acted as an advocate at VCAT and Planning Panels Victoria. Before becoming a lawyer, Gabby worked as a planner for 14 years. She worked at the CFA providing statutory and strategic level bushfire planning advice.
She has administered assessment and approvals processes for State significant projects, including road, rail, power, renewable energy and mining projects.
Andrew Ganey MPIA
Andrew is the principal consultant at Planning For Fire and has worked in the bushfire, planning and fire prevention sectors for well over a decade. This includes experience firefighting, at local government, industry bodies and at both the Country Fire Authority (CFA) & Fire Rescue Victoria (FRV).
Andrew has assessed and prepared thousands of Bushfire Management Statements, led the development of bushfire planning policy, delivered training, prepared and presented submissions at VCAT and much more.

Refund & Cancellation Policy
If you cannot attend a course for which you are registered, you must cancel your registration no later than 14 days prior to the course. Registrations cancelled more than 14 days prior to the course date will not incur any fees and a full refund will be granted. If you cannot attend and you are within 14 days of the course date, you can transfer your registration to another PLANET course (of the same value) or to another person as a replacement attendee, provided we have at least 48 hours’ notice of your decision to transfer. We cannot issue refunds or credits.
If you do not attend on the day a full fee will be charged.
