eComply is a digital tool framework for builders, developers, designers, and architects to pre-check building designs against planning and building codes, which can otherwise be a complex, time-consuming, and paper-intensive process. Introducing digital twin technology can help streamline the process by allowing homeowners to get a design that meets their brief and complies with codes and regulations, faster and with fewer changes.
Developed by the Victorian Government’s Digital Twin Victoria Program and delivery partner Archistar, in partnership with Development Victoria, the Victorian Building Authority and the Victorian Planning Authority, eComply currently supports the Small Lot Housing Code sites as the first planning code for the digital assessment process.
eComply will also help build new digital workforce capacity across the sector by standardising Building Information Modelling (BIM) for planning and building digital assessments. This will deliver sector-wide benefits from streamlining assessments to wider adoption of BIM in residential home development.
The purpose of this course is to provide attendees with an opportunity to use the eComply tool and learn about the eComply Framework in development. The eComply framework is Victorian Government endorsed standards, guidelines and software architecture model that will support a consistent industry approach to BIM and encourage new entrants to the eComply market in Victoria.

Learning outcomes
- Understand the eComply Framework and how it will be used to support the development of planning and building permit digital assessment technologies in Victoria.
- Get experience using the eComply tool to pre-check building designs and view compliance assessments generated from eComply.
- Understand the impacts of building and planning policy and their application with digital assessment.
- Improve confidence in understanding BIM files and their use within planning applications.
Presenter
Luke Bassett is the Automated Approval lead in Digital Twin Victoria, heading up the eComply framework aiming to enhance the building and planning approval experience as well as integrate approvals into Victoria’s Digital Twin.
The Digital Twin Victoria program is a record $37.4 million investment by the Victorian Government in digital twin technology and spatial innovation to create Victoria online. Luke has more than a decade of experience within and for government, delivering platforms to help make planning smarter and easier.

Refund & Cancellation Policy
If you cannot attend a course for which you are registered, you must cancel your registration no later than 14 days prior to the course. Registrations cancelled more than 14 days prior to the course date will not incur any fees and a full refund will be granted. If you cannot attend and you are within 14 days of the course date, you can transfer your registration to another PLANET course (of the same value) or to another person as a replacement attendee, provided we have at least 48 hours’ notice of your decision to transfer. We cannot issue refunds or credits.
If you do not attend on the day a full fee will be charged.
