A perennial ambition of the land development and building sector (public and private) is how to achieve an efficient and effective process for the merit assessment and determination of development proposals. In a short, succinct and interactive session this seminar highlights the key points in the NSW Development Assessment (DA) system and provides practical advice on how processes and outcomes can be improved.
An interactive discussion of the key points in the DA process operating in NSW. Content of the session has a practical focus, based on the presenter's experience in reviewing processes at a range of local councils, as author of a number of detailed technical guidelines on the broad process and specific elements (such as the Department of Environment and Planning's recent work on conditions of consent) and as an experienced educator.
Learning Outcomes:
At the completion of the session participants will:
- Appreciate the technical background to the DA process: the legal framework and assessment processes;
- Understand the significance of "getting the front-end right" and how to realise this;
- Be equipped to improve management of the various referrals required (internal and external); the DA planner's role as "project managers"';
- Be clear on the meaning and scope of the "matters for consideration" (Section 4.15) for all DAs, including case-law; and
- Be equipped to improve conditions of consent, that crucial interface with subsequent certification.
Designed For:
The target audience is principally planners (and building surveyors) involved in the reception, assessment and determination of DAs (of all types and scale). While the focus is on government DA assessment officers, the course would benefit internal and external referral staff (and Agencies) and the private sector lodging DAs and responding to conditions of consent.
Presenter:
Danny Wiggins MPIA (Life Fellow) has been a planning consultant for over thirty years, specialising in statutory planning systems and local planning controls. He has worked for all three levels of government, and a range of private sector clients. Examples of his work include external reviews of development assessment systems, facilitating the IP&R framework at a range of local councils, authorship of the DUAP/DPE publications "Guiding Development: better outcomes” and “Your Guide to the DA process” (2018), and work with the Heart Foundation/ Premier’s Council for Active Living (PCAL) on supportive environments for active living and healthy eating. As well as consultancy work, Danny is also an experienced educator and facilitator. He has an honours degree in Town Planning, a PhD in residential location theory and is a Life Fellow of the Planning Institute of Australia. |
