This course explores the basic legal framework of planning in Victoria.
The Course will identify and analyse the legal knowledge required for planning in Victoria, including knowledge about:
- the Victorian Planning Provisions and the planning scheme amendment process;
- applying for a permit;
- considering a permit application;
- reviewing or appealing a decision or seeking a declaration; and
- Ministerial call in powers.

Learning outcomes
- An appreciation for the interrelationships within the Victorian planning system
- Improved understanding of:
- difference between use and development;
- existing use rights;
- applying for a permit;
- processing a planning permit application;
- matters to be considered when making a decision on an application
- prohibitions against granting of planning permits;
- the operation of permit conditions;
- Knowledge of the difference between reviews / appeals and applications for declarations at VCAT
- Development of greater awareness for the legal context of the planning system in Victoria
