This short course examines what cities and settlement patterns may be like if the challenges posed by global mega-trends were appropriately addressed. Whilst responses have been developed in various industries - energy, water management, food systems and many others, this course explores how these may be integrated together in a place based response - planning for a network of Circular Economy Villages (CEV).
Each CEV is designed as a node in a network of high-tech, regenerative villages that strive towards self-sufficiency and zero waste within their bioregion. A CEV would house a diverse community of up to 200 people, integrating affordable co-working and co-living spaces with water and energy micro-grids and a regenerative agricultural system.
It will also be outlined why CEVs, as a systems-based model, would be optimal for addressing the various economic, social and environmental challenges of our time. CEVs embrace the transitions from linear to circular economies, from centralised to distributed infrastructure systems, and from extractive to regenerative mindsets.
The course will offer the key attributes of CEVs as developed to date, with the aim of engaging participants in a conversation about how these can be further refined. Relevant attributes to be discussed include:
- Land area requirements and physical design
- Land tenure and ownership arrangements
- Financial structures and investment strategy
- Enabling planning policies
The ultimate objective is to create an open source development model that may be adopted in planning policies by local and state governments, and then implemented by numerous developers.

This course is designed for Planners, Urban Designers, Developers, Development Financiers, Landscape Architects, Infrastructure Engineers and any person who is interested in the future of cities, towns and villages.
Learning Outcomes:
At the end of this course attendees will be able to:
- Appreciate how various global mega-trends are changing the way we live, work and move around, therefore requiring a re-evaluation of our approach to town planning;
- Appreciate the difference between centralised and distributed modes of delivery of food, water, energy and communication and the consequences of this distinction for infrastructure systems;
- Understand the characteristics of a Circular Economy and its implications for infrastructure and the shaping of cities;
- Be familiar with the key physical design characteristics and land tenure arrangements for CEV developments;
- Understand how trends in town planning, property markets and land development are enabling this new approach;
- Understand the requirements for navigating the planning system to develop CEVs, appreciating the critical importance of partnering with Councils and communities.

Dr Steven Liaros MPIA, Director, PolisPlan Steven is a polymath and futurist with expertise in civil engineering, town planning, environmental law and political economy. He is an honorary associate at The University of Sydney and director of strategic town planning consultancy, PolisPlan. Steven is co-creating a new category of land development to enable a collaborative, affordable and sustainable mode of living in a connected network of Circular Economy Villages.

Nilmini De Silva, Director, PolisPlan Nilmini is a civil engineer and project manager who has over 25 years of experience in both local government and consulting, managing water systems and the natural environment. As director of PolisPlan she has spent the past decade working towards the design and development of a new category of land development to enable a collaborative, affordable and sustainable mode of living in a connected network of Circular Economy Villages. Nil complements her project management and strategic engineering skills with her creative writing and photography to share and promote these ideas. |
