Amanda has over twenty years’ experience in both the public and private sectors, having held executive roles in both State and Local governments. Amanda has provided leadership on a diverse range of urban planning and infrastructure strategies and projects and encourages and supports innovative solutions to growth challenges and producing evidence-based policy development. Amanda’s experience also includes extensive involvement in a wide range of complex development assessment matters.

Amanda’s high level of technical knowledge, interpersonal skills, outcome focus and breadth of experience enables her to effectively lead teams of people and projects and foster good working relationships.


Claire Franklin MPIA (Fellow)

Franklin Planning

Claire Franklin, is the Principal Planner at Franklin Planning, a boutique planning consultancy. Claire has over 25 years town planning experience including with State and Local Government. Working on key projects and policies in State Government, including RCode reviews, Liveable Neighbourhoods and Region Schemes and Scheme reviews, Claire has developed a thorough understanding of town planning matters and fostered excellent working relationships with key stakeholders. As a Fellow of the Planning Institute of Australia, Claire takes a keen interest in the planning profession and current issues to support planning professionals statewide. Claire is a founding member and current convenor of the Women in Planning Network WA.

Cameron Leckey MPIA - Vice-President

Rise Urban

Cam is an experienced Urban Planner with nearly two decades of experience in Western Australia, including lengthy stints with the City of Kalgoorlie Boulder and City of Fremantle. He moved into private practice in late 2009, and has spent the past decade working as a planning consultant on some of Perth’s most interesting development projects.

In early 2020 Cam founded his own consultancy, Rise Urban, with two goals in mind: To be the consultant of choice for complex development projects and to be an industry leader in best practice planning.

Cam is an enthusiastic and proactive planner with a passion for planning reform and the planning profession. He is currently the vice president of PIA’s WA Chapter.


Ross Underwood MPIA

Planning Solutions

Ross has had over 16 years practicing as a planner for local government and private practice in Western Australia and interstate. Having seen the planning system rapidly evolve over that time, he keenly understands the pressures and expectations in all aspects of planning. Ross believes PIA should be the go-to industry body providing strong leadership in all matters affecting our industry.

Such matters include incorporating sustainability into planning assessments, coordinating and balancing investment in transport infrastructure, and responding to driverless vehicles and how they might change how we move through the environment in the future. With a trend towards more active and organised community groups the planning industry should provide guidance on how government can better engage with the community. Other matters - such as balancing red tape reduction and our increasingly complex planning framework, economic reform and social responsibility, and disruptions to how workplaces operate - need guidance too. Above all, Ross wants the voice of young planners to be heard and not be forgotten in discussions on all of these matters.


Lisette Traves MPIA

Born in dusty Port Hedland shortly before the rise of the FIFO workforce, Lisette was destined to have a strong interest in the forces that shape our urban and rural environments.

Now as an enthusiastic Planning professional, Lisette has over 15 years broad public sector experience spanning transformative infrastructure projects, master-planned communities, complex urban renewal, and high-density built form. Through this work, she has devoted herself to the creation of vibrant and authentic places and has a bold vision to see Perth transform from one of the world’s most liveable cities to the most loveable.

Lisette has the demonstrated ability to work collaboratively with stakeholders, forge strong working relationships and build trust with local communities. As a Planning professional she takes great pride in navigating the ever-changing complexities of the Planning system and advocating for reform that leverages commercial imperatives to deliver desired outcomes on the ground.

Lisette is passionate about serving the Western Australian community as established through her current career position at the Department of Communities where she is dedicated to the provision of safe, stable and sustainable homes to enable families and individuals to thrive.


Alex Petrovski MPIA - Vice President

City of Subiaco

Alex is a local government planner leading a team who are responsible for statutory planning, strategic planning and heritage at the City of Subiaco.

Starting his career in State Government over ten years ago before moving to local government, Alex has a broad range of experience including rural and regional planning, appeals, strategic planning, planning reform, metropolitan planning, community engagement and of course development assessment.

Alex has interest in achieving good outcomes, getting things done and having some fun along the way. He has a big emphasis on fostering a good working environment with colleagues and is always looking at opportunities to question the way things are done to continue to make improvements. Alex looks forward to contributing to an evolving planning system.

Emily holds a degree in Urban and Regional Planning from Curtin University and currently serves as a Strategic Planning Projects Officer in local government. With a background in private consultancy, she contributed to social impact planning for significant projects in renewable energy, transport, mining, and industrial development. Recently transitioning to the public sector, Emily has focused on planning processes and policy development to enhance local communities.

An active member of the PIA WA Young Planners committee, Emily is poised to assume the Convenor role for 2024. Beyond her professional endeavours, Emily's unique perspective, gained through her service in the Army Reserves following completion of the Army Gap Year program, enriches her approach to planning. Committed to community well-being, Emily actively engages in local events, volunteering, and projects aimed at fostering inclusivity and sustainability.

Ross Minett MPIA

City of Mosman Park

Ross is the Chief of Community Planning and Place for the Town of Mosman Park. In this role Ross manages the teams in Statutory and Strategic Urban Planning, Building and compliance services, Environmental Health, and Community Enrichment. Aside from ensuring planning permits, building permits, and compliance for food premises are regulated, Ross and his team focus on strengthening neighbourhood connections through placemaking and community activation through a people-centred approach. Ross’ career has spanned over 25 years predominantly in local government at the City of Fremantle, City of Kalamunda, City of Nedlands, and Town of Mosman Park. Ross has also worked as a planning and property development consultant both here in Perth but also in Darwin NT and Saskatoon, Saskatchewan in Canada.
