Sean Cullen RPIA | President

The Planning Practice

Sean is a planner with extensive experience across the spectrum of planning services. He has qualifications in arts, planning and law, and senior experience in state government, local government and private consultancy in Queensland and the United Kingdom.

Sean is the founder and Director of The Planning Practice, an independent town planning consultancy that provides strategic planning, development project, and expert advisory (including expert witness) services to public and private sector clients throughout Queensland.

Sean re-joined the PIA Qld Committee in 2021 and was previously on the Committee and Executive as Policy and Advocacy Convenor from 2011 – 2015.


Matthew Leman MPIA | Vice President

Moreton Bay Regional Council

Matthew is the Editor of PIA’s magazine for Queensland and the Northern Territory, and the Co-Convenor of the PIA’s Queensland awards program.

Matthew has 10 years of town planning experience - spanning the private sector, state government and local government - in statutory and strategic planning roles. Matthew uses his roles in PIA and professional practice to spearhead innovative planning solutions, especially regarding housing, technology and engagement.


Martin Garred MPIA | Vice President

Colliers

Martin is a Director at Colliers, responsible for the overall management and delivery of Planning and Urban Design services across Queensland.

Having held executive roles in both State and Local government within Australia, Martin is a respected advisor to government, particularly in the fields of strategic planning, growth management and economic development. He encourages and supports lateral and progressive thinking - inspiring creative solutions to urban and regional growth challenges and producing evidence-based policy development.

In 2020, Martin was awarded a prestigious Churchill Fellowship to travel to the US, UK, Denmark and Sweden to research land use approaches to assist in addressing Australia's housing affordability crisis.

In addition to Martin’s role on the Queensland Divisional Committee, he is currently the Housing Working Group Lead on the Qld Policy and Advocacy Committee.


Nicole Boulton RPIA | PD Convenor

Mewing Planning Consultants

Nicole is a Registered Planner with nearly 20 years experience in town planning and project management. Nicole has been a member of the Professional Development Committee for over 15 years and is eager to build on the great work that has been developed by that committee over many years. Nicole has also previously volunteered for a number of conference committees and other PIA events. Nicole has a passion for contributing to the planning profession and PIA through the provision of professional development opportunities that are engaging and interesting, and provide tangible outcomes for the profession. Nicole balances work at Mewing Planning Consultants with a young family, as well as volunteering for other causes outside of the planning profession.


Julie Brook RPIA | Policy and Advocacy Chair

Meridian Urban

Julie Brook is an Associate level urban planner with more than 10 years’ experience with local government and private practice in both development assessment and strategic planning. She specialises in local and regional planning strategies and is passionate about housing diversity. Her special interests include Planning and Environment and Land Court matters, local heritage and agricultural land. She is a Registered Planner and holds an MBA


Professor Paul Burton MPIA | Education Chair

Cities Research Institute, Griffith University

Paul graduated with a Bachelor of Town Planning (Honours) in 1979 from the Polytechnic of the South Bank in London and worked subsequently in the planning department of the London Borough of Southwark and for the London Borough of Richmond upon Thames as a Development Control officer.

He joined the School for Advanced Urban Studies at the University of Bristol and in 1986 was awarded a PhD for his study of the redevelopment of London’s Docklands. He worked as a Research Fellow, Lecturer and Senior Lecturer at SAUS carrying out research on urban and social policy issues.

Paul moved to Australia in 2007 to become Professor of Urban Management and Planning and Director of the Cities Research Institute at Griffith University, one of the largest groups of urban researchers in the Asia-Pacific region.

Paul has been a member of the National Education Committee of PIA since 2015, is a founding member of Regional Development Australia, Gold Coast and a Mentor with the CityConnect initiative of the BlueChilli Group.


Kerry Doss RPIA (Fellow)

Kerry Doss Consulting

Kerry Doss has established a strong reputation as an urban planner, leader, manager & professional during his career. Kerry has in excess of 35 years’ experience in planning & urban development in QLD & NSW. He has also worked on planning projects across QLD as a senior manager and leader, planner & as a consultant to all levels of government & private industry. Kerry’s experience covers the full range of activities — leadership, management, project management, research, policy, strategy, local area planning, statutory planning, infrastructure planning, master planning, development application lodgement & assessment, development facilitation and capital project implementation. As a manager & leader, Kerry has successfully led multi-disciplinary teams & managed projects & programs with various budgets & timeframes since the late 1990s. He has also developed strong & wide networks throughout the planning & development industry and government.

Kerry was Brisbane City Council’s Manager of City Planning & Economic Development from 2008 to 2017. As Brisbane’s most senior planner he was responsible for overseeing the planning for the Brisbane metropolitan area. In September 2017 Kerry was appointed to the role of Deputy Director-General Planning Group, in the Department of State Development, Manufacturing, Infrastructure & Planning. His expertise was recognised by his appointment as State Planner in 2020. This is the State of Queensland’s most senior planning role. In this role, Kerry oversaw the Queensland Planning system across the State of Queensland and was responsible for the delivery of planning services throughout the State of Queensland.

In July 2022 Kerry established Kerry Doss Consulting. Kerry Doss Consulting provides town planning advice and support to all levels of government and industry. Kerry is also a member of the Sydney District and Regional Planning Panels.

Kerry holds qualifications in environmental science, urban and regional planning, business management and project management. Kerry is also strongly committed to professional development & has an active role within PIA, being a former QLD Vice President, Fellow of the Institute and a . He holds various advisory roles with Griffith University and the University of Queensland & is regular contributor to various forums, lecturing, industry presentations and mentoring programs.


Wendy Evans MPIA (Fellow) | Board Director

Clayton Utz

With over 20 years of development industry experience spanning time as a practicing town planner and subsequently, a town planning lawyer, Wendy brings to PIA a bespoke skillset that is unrivalled across Australia.

As a town planner, Wendy worked at Delfin, in private consultancy, in local government (development assessment) and in policy/legislation in the State. She gave expert evidence in the Planning and Environment Court and rounded out her town planning experience as a senior town planner in 2004. Wendy was admitted as a solicitor in 2005, and elevated to senior associate in 2008, aided by her commerciality and point of difference to all other planning law practitioners.

Wendy is a Partner at Clayton Utz in the Environment and Sustainable Development team, where she acts for developers, governments and mining and resource clients on litigious and advisory matters.

She has been recognised by her peers as a Recommended Planning and Development Partner (Doyle's Guide), and is driven to stand behind the planning profession – to empower planners to stand proudly and strongly in their professional undertakings. Wendy is optimistic that collectively as a profession: our spaces can function in their optimal capacity; our communities will be healthy and happy – and that to achieve these outcomes, it needn’t be as convoluted as it tends to be.


Clare Huxley

GovPartners

Clare Huxley is a well-respected and award-winning professional known for her ability to bring stakeholders together, deliver transformation and have fun doing so. She is a qualified planner, project manager and engagement professional and has advised State and Local Government planning, customer service and ICT teams across Australia, New Zealand and the UK.

Clare proudly leads GovPartners, a purpose before profit management consultancy operating across QLD, NSW, VIC and SA. She is a former Senior Executive of Infrastructure NSW Assurance team and NSW Planning and remains committed to the delivery of public value services.

Clare sits on the Committee for Brisbane Equity Sub-Committee and is a Professional Development member and PlanTech member of the Queensland branch of the Planning Institute of Australia and volunteers her time locally.

She graduated with a Masters of Planning (MPlan) from the University of Liverpool, the worlds first planning school and home to the prestigious journal, the Town Planning Review (TPR).

Matthew is a Registered Planner with over 10 years experience across South-east, Central and North Queensland. Having held roles in both the private and public sector, Matthew is passionate about making a difference in the regions and developing the next generation of planners. Matthew current holds positions in the PIA Central Queensland Committee and the Policy and Advocacy Committee.


Daniel Krause RPIA | Gold Coast Branch Convenor

Dan is the Head of Property for Eternus Group, a multi-faceted professional and corporate services provider centred around supported disability accommodation projects and the broader care economy. Over his career, Dan has been involved with numerous development and planning policy projects which have seen him successfully deliver positive results for clients on a range of residential, NDIS, aged care, commercial, industrial and subdivision projects ranging in scale from small infill residential through to multi-billion-dollar master planned communities.

In 2020, Dan was recognised as the Queensland Young Planner of the Year and in 2021, he received the Australian Young Planner of the Year award from the Planning Institute of Australia. In addition to his role with Eternus Group, Dan is a Semester Teaching Fellow and regular guest lecturer at Bond University. Dan has been an active member of PIA and committee member of PIA’s Gold Coast Branch since 2014.


Grace Lambeth MPIA | Tropical North Queensland Branch Convenor

Grace is a passionate strategic and environmental urban and regional planner based in Cairns who is committed to creating positive social and environmental outcomes in any project she works on. She specialises in strategic land use planning, environmental and social impact assessments, strategy development, and research and data collection. She has worked on several projects throughout Queensland as well as the rest of Australia across a range of industry areas which has helped to give her a holistic view of the various opportunities and challenges involved in any project. This has included work in both the public and private sectors.

Grace is a true Cairns local and has a deep love for the city and the wider tropical north region.


Josh Leddy MPIA | Darling Downs/Lockyer Valley Branch Convenor

Josh brings over 15 years of experience in the planning industry, particularly in rural and regional parts of Queensland. Between 2015-2017 Josh was the DD/LV convenor and Membership convenor for the divisional committee. Josh is an advocate for rural and regional planning issues and organised PIA’s inaugural rural and regional planning conference in 2016, in Stanthorpe, and MC’d a successor conference in Cairns in 2019. Josh is an supporter/participant of PIA’s mentoring program, particularly being paired with regional members.


Rhianne McMullen-Legdin PIA (Assoc.) | Wide Bay Burnett Branch Convenor

Rhianne has five years’ experience across the planning and building industry to the firm. Rhianne has gained experience across both the planning and building industry during her time working for Local Government and the private building industry, including an extensive experience of Local Government operations. Rhianne also extends her knowledge of the development industry across the Queensland, New South Wales and Victoria regulatory systems and brings insight into the management of Development Applications, Covenant Approvals, Building Works Approvals and Compliance Assessments. Rhianne has a passion for helping her clients achieve the best outcome whilst being transparent during the process, specialising in climate change, small lot housing and agricultural uses.

Rhianne has been a member of PIA since 2012 and is now actively involved in the PIA Climate Change Committee Queensland, planning for a greener future.


Lucy O'Malley MPIA | Queensland Young Planners Co-Convenor

Ethos Urban

Lucy, an urbanist at Ethos Urban, works across both statutory and strategic planning in QLD, NSW and the ACT. Lucy has a Bachelor of Regional and Town Planning (Hons I) from the University of Queensland. She has a strong and adaptive skill set which, has made her solutions focused when undertaking development applications and strategic planning projects across the country. Lucy is further developing her skills in community engagement. She utilises her foundation in planning to educate and communicate with members of industry, government and the community key messages and intents of projects and policy in an accessible and clear way. In 2024 Lucy is further developing these skills in her role as Co-Convenor of the Queensland Young Planners Committee.


Kerry Riethmuller MPIA

Kerry Riethmuller Planning

Kerry is an experienced planner with 25 years across the public sector and as a consultant. During her ten years in state government she led some of the most complex planning reform and strategic planning exercises such as the review of the SEQ Regional Plan in 2017, including the establishment of the Land Supply and Development Monitoring Program, the first North Queensland Regional Plan and the creation of SARA. Prior to joining the public sector she worked in consulting gaining experience in strategic and statutory planning, development assessment, infrastructure planning, environmental impact statements and public policy. She is experienced in complex stakeholder and community consultation and engagement. Kerry was a founding member of the PIA Women in Planning Committee and has been a mentor for many young planners through both PIA and the UDIA.


Cameron See MPIA | Queensland Young Planners Co-Convenor

Cameron See is a Consultant at Urbis (Gold Coast) and Co-Convenor of the Queensland Young Planners. He works primarily in statutory planning, with a particular interest in residential projects. Cameron graduated from the University of Queensland with a Bachelors of Regional and Town Planning (Hons I) in 2021.


Amanda Taylor MPIA

Place Design Group

Planning Principal at Place Design Group, Amanda has a diverse range of experience across the private and public sector, specialising in strategic and major projects. Evolving and advancing the technical practice of planning and design is a particular area of interest for Amanda and with the team at Place she is pioneering ways to test and apply new approaches, technology, data sources, and analysis methods to offer a contemporary and evidence-based practice to projects and their outcomes.


Josh Walker MPIA | Awards Convenor

Sunshine Coast Council

Josh is passionate about planning for cities and regions. He has worked in both the public and private sector across Queensland and currently holds the position of Co-ordinator of Regional Planning and Advocacy at Sunshine Coast Council, where he collaborates across the organisation to achieve long-term growth management outcomes. His experience is varied, having particular expertise in formulating strategies and policy for a range of complex urban, rural and environmental issues, as well as managing a high profile development approvals and acting as an expert witness in the Planning and Environment Court (Qld). He is also fortunate to have assisted the State Government and Indigenous organisations in realising supportive planning policy for First Nations since its infancy in Queensland.

Josh has actively participated in PIA for close to 15 years and has held roles in a number of committees over that time. He is particularly interested in supporting PIA’s members and raising the positive profile of planning to the broader community.


Andrew Williams MPIA | Sunshine Coast Branch Convenor

P&E Law

Andrew is a Director and experienced planning lawyer at P&E Law on the Sunshine Coast. Practising throughout the State of Queensland and specialising in the planning and environment jurisdiction, Andrew is able to bring to PIA a unique skillset and expertise.

Andrew has a critical legal mind with up-to-the-minute knowledge of this specialised area of law. He provides clients with advice to achieve low risk, high value and timely outcomes. Andrew’s clients include developers, Councils and community interest groups.

Andrew provides due diligence advice, assists with problem solving in the course of development applications and conducts appeals and applications in the Planning and Environment Court. Andrew also provides advice to Councils to assist their strategic town planning and acts in the prosecution or defence of matters under the Nature Conservation Act 1992 (Qld), Vegetation Management Act 1999 (Qld), Planning Act 2016 (Qld) and Local Laws.

In addition to the usual range of MCUs and RALs, Andrew has recently been involved in some less common developments including solar farms, shooting ranges and motor racing facilities. Andrew has a particular interest in extractive industries projects.

Where litigation is unavoidable, Andrew maximises his client’s prospects of success by critically analysing the case, assembling the right team of experts and counsel, then managing the team to achieve the best result.
